The IDNR committee serves as the liaison between ACEC Indiana members and IDNR staff.

The Indiana Stream and Wetland Mitigation Program (IN SWMP) within the Department of Natural Resources Division of Land Acquisition is in the final phase of development towards program approval.  As you are aware, IN SWMP is an In-Lieu Fee (ILF) stream and wetland mitigation program that will provide permittees an alternative to compensate for unavoidable impacts to aquatic resources permitted by USACE 404 Regulatory and the IDEM 401-Wetlands Program in-lieu of permittee responsible mitigation. 

 

Concurrently, DNR is developing an in-lieu fee program that will offer credits to mitigate for floodway, public freshwater lake or navigable waterway impacts permitted by the IDNR, Division of Water.  This side of theprogram will likely be offered at a later date than the 404/401 ILF program.

 

The IN SWMP DRAFT Final Instrument and Compensation Planning Framework (CPF) has been submitted to the USACE for review towards program approval.

DNR has updated the IN SWMP website with general program development status information, documents, staff contacts, and information for engineering and environmental firms (design consultants).  We are in the process of developing our programmatic website which will be more in depth upon program approval.

 

At this time, DNR is unsure of the review timeframe and date of program approval, though they are optimistic that IN SWMP will be approved by the end of 2017.
